You're right! I just overlooked this from the PETSCII charts. (Wikipedia's chart just labels 14+128 as "GRAPHICS," which is not helpful.) I came to this conclusion when I was a kid and just assumed it was absent. I'll update the article.
Line 20 has a bug that tries to pass negative numbers to the palette command.
